Subject suggestion for a plugin

In my band members create pieces of tab of a song (I mean guitarist makes a tab with his solo, I write drum beats and solos). As I try to compile this pieces of tab there sometimes occurs a problem: some pieces have the tempo doubled (tempo of the song is 110, guitarist wrote his piece in 220, he has twice as many measures). I believe it's not only my problem.
It would be great to have a plugin or feature that would:
-connect pairs of measures (automatically 100 measures -> 50 mesures with doubled time signature)
-split measures
-make duration of all notes twice longer/shorter (with adequate time signature change)

If your guitarist wrote his piece in 220 all you need to do to be able to compile it would be to split all the notes in half. If you have a half note turn it into a quarter note. This will put two of his measures in one measure leaving it playing the same as fast as when he wrote it but letting you write it in the same amount of measures as the rest of the song.
